Developed in nine phases beginning in 1980 by a group of local partners, it comprises roughly 366 lots, most about one acre, and is essentially built out with around a thousand residents.

The community was deliberately conceived for an open, rural feel: the roughly one-acre lots are zoned for animals and livestock, homes are mostly ranch-style with native-vegetation yards, and there is no commercial or industrial development. It's an all-ages, quiet area that runs cooler than the St. George valley floor thanks to its higher elevation.

Unusually, Winchester Hills is governed not by a traditional HOA but by the Winchester Hills Water Company — a mutual water company in which each property owner is a shareholder, running the community's culinary water.
